| Best months | November |
November is the month Baku lets go of autumn. The average high drops 6.1 °C from October, the largest fall between any two months of the year. Rain reaches its yearly peak at 30 mm.
That sounds like a warning, and in part it is. But November also has the last of the autumn colour, a run of national holidays, and fewer big events than October.
What the numbers say
| Figure | October | November | December |
|---|---|---|---|
| Average high | 19.6 °C | 13.5 °C | 9.7 °C |
| Average low | 13.6 °C | 8.8 °C | 4.8 °C |
| Rainfall | 25 mm | 30 mm | 26 mm |
| Rainy days | 6 | 6 | 6 |
These are long-term averages from Azerbaijan’s National Hydrometeorological Department, published on the World Meteorological Organization city page. That page does not list the years the averages cover.
Two points matter most. The number of rainy days does not rise, but each one brings more rain. And after the big drop from October, December cools by only 3.8 °C more. In other words, most of the move from autumn to winter happens in November.
Four holidays, two days off
November has more national dates than any other month in the Labour Code. Only two of them are days off.
8 November, Victory Day. It marks the victory in the 44-day war of 2020. It is a day off.
9 November, National Flag Day. The flag was first adopted on 9 November 1918. It is a day off too, so the two days run back to back.
12 November, Constitution Day, and 17 November, National Revival Day. Both are public holidays, but offices and shops work as normal. National Revival Day recalls the protests that began on Azadlig Square in Baku on 17 November 1988.
In 2027, 8 and 9 November fall on a Monday and a Tuesday. With the weekend before, many people will have four days off in a row. The Labour Code allows the government to move working days around holidays, so check the official calendar for 2027.
For a visitor, the two days off mean busier roads and fewer free drivers. Book transfers and regional days early if your trip covers them.
What November held in 2026
The Tourism Board’s autumn list ran into November in 2026.
- 28 October to 8 November: the Baku International Arts Festival, with more than 20 events in music, theatre and dance.
- 30 October to 1 November: Fly to Baku Art Weekends, with exhibitions and talks across the city.
- 25 November: Sabah FC at home against FC Barcelona in the UEFA Champions League.
These are 2026 dates. The 2027 programme was not out when we checked on 15 October 2026, so look again at the Tourism Board’s events pages before you book.
The last colour in the mountains
The Tourism Board names November as a good month to take in the colours of the Caucasus slowly. It suggests forests and lakes, and says to wrap up warm.
That is the honest version of a November mountain trip. Go for the colour and the quiet, not for long hikes. Our page on Goygol covers one of the lakes worth the drive.
Keep the plan flexible. With six rainy days and a cold change under way, at least one mountain day may need to move.
Not yet ski season
The Tourism Board gives the snow sports season as December to the end of March. So November sits before it, even in a cold year.
If skiing is the aim, look at December onwards. Our page on Baku in winter covers the colder months, and the New Year page covers the busiest fortnight.
The city on a wet day
November is a museum month. Baku has enough indoor sights to fill several rainy afternoons, and our list of museums worth visiting is the place to start.
Long lunches and tea houses do the rest. Plan one indoor option for every day, and use the dry hours for the Old City and the seafront.
Food at the end of the year
The growing year closes in November. Late fruit, nuts and preserves tend to take over the markets as fresh produce thins out. Our page on what is in season explains what tends to appear, without pretending to fixed dates.
The clocks
Azerbaijan has not changed its clocks since 2016, according to the Tourism Board. By November, Europe is back on winter time.
So Baku is four hours ahead of the UK and three ahead of most of Western Europe all month.
What to pack for November
A warm jacket that keeps out wind and rain. November is the first month where both are likely on the same day.
Add a hat or hood, gloves for the evening and waterproof shoes. The stone streets of the Old City are slippery in rain.
Before you book
Entry rules depend on your passport. Check yours in our Azerbaijan visa guide before you buy flights.

Planning a November trip
Send your dates, how many of you are travelling and whether the mountains are part of the plan.
We will arrange the airport pickup and the transfers, plan around 8 and 9 November, and give each regional day an indoor fallback.
