Whether you need a visa for Azerbaijan depends on one thing: your passport. There are five routes, and every nationality falls into at least one of them.
We checked every list below against official Azerbaijani sources on 17 September 2026. We read the visa-free table and the e-visa list again on 24 September 2026. Rules change, so check again close to your trip.
1. Visa-free by agreement
Azerbaijan’s Ministry of Foreign Affairs publishes a table of countries whose citizens can enter without a visa. It applies on the basis of reciprocity, under agreements between the governments.

Two notes from the ministry matter. Citizens of Qatar who want to study or work must get a visa in advance. Citizens of the Maldives who want to stay longer than 90 days, work, study or do business need a visa too.
2. Temporary visa-free windows
Azerbaijan’s Ministry of Foreign Affairs lists four time-limited windows in its visa-free table. Under each, you can enter visa-free three times, for up to 30 days each time. The e-visa portal adds that a fourth entry needs a visa.

The e-visa portal repeats the last three windows but does not name Hong Kong or Macao, as of 24 September 2026. Where the two differ, we follow the ministry’s table.
These are windows with end dates, not permanent rules. If your trip falls near one, check the ministry’s table and the portal before you book, and do not assume an extension.
3. The e-visa
For most other visitors, the ASAN e-visa is the answer. The official list has 87 eligible countries. It includes India, Pakistan, the United Kingdom, the United States, most of Europe, Australia, Canada, Iran, Malaysia, Indonesia and Israel.
The standard e-visa costs USD 20 and is issued within three working days. The urgent version costs USD 60 and is issued within three hours, even on holidays. A single e-visa allows a stay of up to 30 days.

4. The airport visa
A smaller group can get a visa on arrival at Azerbaijan’s international airports. The ministry lists 11 nationalities, including Indonesia, Malaysia and Israel. It also lists holders of a UAE resident visa, or a Gulf residence permit, valid for more than 6 months. And it lists US citizens on the direct New York to Baku flight.
Several of the 11 are currently in a visa-free window, so they do not need the airport visa at all for now.
5. Everyone else: an embassy visa
If your passport appears on none of the lists above, you need a visa from an Azerbaijani embassy or consulate before you travel.
The ministry’s visa application portal, visaapplication.mfa.gov.az, is where those applications start. It is not the e-visa site. Each embassy sets its own appointment and document rules, so check the one that serves your country.
Rules that apply to everyone
Stay within your limit. A visa-free stay cannot go past the period in the agreement. A visa stay cannot go past the period on the visa.
Register after 15 days. Foreigners staying more than 15 days must be registered at their place of stay with the State Migration Service. The hotel, guest house or landlord arranges it, and there is no state fee.
Keep to your declared purpose. Travelling as a tourist and then working breaks the rules.
Be accurate. Under Article 16 of the Migration Code, entry is refused to anyone who gave false information about themselves or their purpose. It is also refused to anyone who broke the declared purpose of a previous visit. In both cases the ban lasts five years.
How to use this page
Find your passport in the first two tables. If it is there, you do not need a visa for now. If not, check the e-visa list. Only if you are on neither should you look at the airport visa or the embassy route.
If you hold two passports, work this out for the one you will actually travel on. The e-visa is tied to the document you apply with.

Only certain groups can. The ministry lists 11 nationalities, holders of UAE and Gulf residence documents, and US citizens on the direct New York flight.
How long can I stay without a visa?
It depends on the agreement: 90 days for most visa-free countries, 30 days for Qatar, and 30 days per entry for China. Temporary windows allow 30 days per entry.
What if my country is on none of the lists?
You need a visa from an Azerbaijani embassy or consulate. Applications start on the ministry's visa application portal, visaapplication.mfa.gov.az.
Do visa-free visitors need to register?
Yes, if they stay more than 15 days. The hotel or host registers the visitor with the State Migration Service, at no state fee.
Can a mistake on my application get me banned?
It can. Under the Migration Code, giving false information or breaking the declared purpose of a previous visit can lead to a five-year entry ban.
