Chinese citizens in Azerbaijan: visa-free for 30 days per entry

A citizen of China does not need a visa for a holiday in Azerbaijan. Each stay can last up to 30 days.
Hong Kong and Macao passports are a separate case with a separate end date. This page covers both, and the embassy route for anyone who needs to stay longer.

What the ministry’s table says
Azerbaijan’s Ministry of Foreign Affairs publishes a table of countries whose citizens enter without a visa. The People’s Republic of China is on it. The terms are 30 days for each entry, with a total of no more than 90 days in any 180 days.
The embassy in Beijing gives the legal basis. It is an agreement between the two governments on mutual visa exemption for holders of ordinary passports. It has been in force since 16 July 2025.
China’s own foreign ministry lists the same agreement, with the same start date. It also lists an older exemption, from 1994, for diplomatic, service and public affairs passports.

Counting 30 days and 90 days
The rule has two limits, and both apply at once.
No single stay may be longer than 30 days. Across any 180-day period, your days in Azerbaijan may not add up to more than 90.
A single holiday rarely comes close. The second limit matters to people who come back often, for business or family. Three stays of 30 days inside six months would use the whole allowance.
Hong Kong and Macao passports
The ministry’s table lists these passports in a different group. That group covers countries whose citizens Azerbaijan lets in visa-free on a unilateral basis, for a fixed period.
The entry reads: citizens of the People’s Republic of China holding ordinary passports issued by the Government of the Hong Kong and Macao Special Administrative Regions. The window runs from 2 February 2026 to 2 February 2027. It allows three entries, of up to 30 days each.
Three points follow from that wording:
- It covers ordinary passports issued by the SAR governments. The table does not mention other SAR travel documents.
- It ends on 2 February 2027. The ministry has not said what replaces it.
- It is not the same rule as the agreement for PRC passports, so do not mix the limits.
The official e-visa portal does not name Hong Kong or Macao, in its list or in its notes, as of 24 September 2026. The ministry’s table is the rule we follow here. If your trip is close to 2 February 2027, read the table again before you book.
The airport visa and the e-visa
China also appears on the ministry’s list of 11 nationalities who can get a visa at Azerbaijan’s international airports, for 30 days. For a PRC passport that route is now rarely needed, because entry is visa-free.
China is not on the e-visa list. The portal named 87 countries when we read it on 24 September 2026, and China was not one of them.
Staying longer: the embassy in Beijing
A stay longer than 30 days needs a visa. The Azerbaijani embassy in Beijing handles these applications, including business, work and study visas.
The embassy lists these documents, under Article 36 of the Migration Code:
- an application form, filled in on visaapplication.mfa.gov.az
- a passport valid at least 3 months beyond the visa, with copies of its main pages
- two colour photos, 3x4 cm, meeting biometric rules
- a copy of medical insurance, unless your host covers medical costs
- a document showing the state fee was paid
An invitation is not needed for a tourist or personal visa. Business, work and study visas need one from the inviting side.
The state fee is USD 20 for a single-entry visa and USD 350 for a multiple-entry visa. Pay it by bank transfer to the embassy’s consular account. Cash is not accepted, and the receipt must be on paper.
The embassy says an application is considered within 15 days. A refused application does not get its fee back.
The consular section works Monday to Friday, from 10:00 to 12:30. The embassy is at Liangmaqiao Middle Street 5, Beijing.
Flying in and arriving
Azerbaijan Airlines states on its own site that it flies direct between Baku and Beijing. It gives the flight time as about 7 hours.
At Heydar Aliyev International Airport, international flights arrive at Terminal 1 and Terminal 2. Follow the signs to passport control and use the desk marked Foreign Citizens. After baggage claim, take the green channel if you have nothing to declare.
Registering if you stay more than 15 days
The State Migration Service says foreigners staying more than 15 days must register their place of stay. Apply within 15 days of arrival.
You can apply through the service’s website, by email, at a regional migration office or at an ASAN service centre. You need the application form and a copy of your passport, including the page with your last entry. There is no state fee.
If you move to a new address, register again within 5 working days. Missing the deadline can lead to an administrative penalty.

Send us your flight number, how many people are travelling and where you are staying. We meet you at Heydar Aliyev Airport with a name board and wait until you come out, however long the queue runs.

Common questions
Do Chinese citizens need a visa for Azerbaijan?
Not for a short trip. Azerbaijan's Ministry of Foreign Affairs lists China as visa-free: 30 days for each entry, and no more than 90 days in any 180.
How is the 90-day limit counted?
Add up every day you spend in Azerbaijan within any 180-day period. The total may not pass 90, and no single stay may pass 30 days.
Does the same rule cover Hong Kong and Macao passports?
No. The ministry lists them separately. Ordinary passports issued by the Hong Kong and Macao SAR governments are visa-free from 2 February 2026 to 2 February 2027.
How often can I enter on a Hong Kong or Macao passport?
Three times within the window, for up to 30 days per entry. The window ends on 2 February 2027, so check the ministry's table again before you book.
Can I apply for the Azerbaijan e-visa on a Chinese passport?
No. China is not among the 87 countries on the e-visa list we read on 24 September 2026. Visa-free entry makes it unnecessary for a short trip.
I want to stay longer than 30 days. What do I do?
