Azerbaijan visa for Vietnamese citizens: apply before you fly

Vietnamese citizens need a visa for Azerbaijan, and the airport is not where to get it. Vietnam is on the e-visa list but not on the airport-visa list.
That difference matters because several neighbours are treated differently. Citizens of Malaysia and Indonesia can get a visa at Baku airport. A Vietnamese passport cannot, so the visa is arranged before departure.

For a holiday, the e-visa is the route almost everyone uses.
The e-visa
Vietnam appears as “Viet Nam” on the official list at evisa.gov.az. The Azerbaijani embassy in Hanoi also names Vietnam on its own visa page.
The standard e-visa is issued within three working days and costs USD 20. The urgent option is issued within three hours, on working days and holidays alike. Its fee is recorded at USD 60 by the embassy in New Delhi and on the portal.
A single-entry e-visa allows a stay of up to 30 days. You enter your details online, pay online, and the visa arrives by email.
Apply only on evisa.gov.az. If something goes wrong, the embassy sends you to the portal’s own contact page. It cannot change an e-visa itself.
Why the airport is not a fallback
Azerbaijan’s Ministry of Foreign Affairs publishes the list of nationalities that can get a visa at its international airports. Oman, Saudi Arabia, Bahrain, Kuwait, Japan, Indonesia, China, Korea, Malaysia, Singapore and Israel are on it. Vietnam is not.
So do not board without the e-visa in hand, unless the residence rule below covers you.
If you live and work in the Gulf
The same ministry list includes a rule based on residence, not passport. Two groups can get a visa at the airport, for up to 30 days:
- holders of a UAE resident visa valid for more than 6 months
- holders of a residence permit valid for more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait
The ministry does not say whether “more than 6 months” means time left or the full term. If your permit ends soon, take the e-visa instead.
The embassy in Hanoi
You need this route for a multiple-entry visa, a business or study visit, or a private visit on an invitation. The embassy in Hanoi serves Vietnam, Cambodia and Laos.
Every consular service needs an appointment, booked in advance on appointment.mfa.gov.az. One appointment covers one person, and it must match the service you need.
For a tourist visa, the embassy asks for:
- the application form, filled in online and printed
- the original passport and a copy, valid at least 3 months beyond the visa, with a blank page
- two biometric photos, 3x4
- a hotel reservation for your dates, and a copy of your plane, train or bus ticket
- a copy of medical travel insurance
- a printed receipt of the state fee payment
Foreigners living in Vietnam also add a copy of their residence permit.
Paying the fee, and how long it takes
The state fee table lists USD 20 for a single-entry visa and USD 350 for a multiple-entry visa. The embassy asks you to transfer it to its consular account at Vietcombank.
Cash is not accepted. Bring the receipt or bank statement on paper.
Processing can take up to 15 working days, so the embassy advises applying early. An incomplete application is returned, and a refused fee is not paid back.
The consular section is at 6A Le Hong Phong street, Ba Dinh, Hanoi. It works on Tuesday and Thursday, from 10:00 to 12:00.
Private and business visits
A private visit needs a notarised invitation letter and a copy of the inviter’s ID. If the inviter is an Azerbaijani citizen, the letter must be in Azerbaijani.
If that citizen lives in Vietnam, the letter can be notarised in Vietnam or signed in person at the consular section. A business, science or study visit needs an invitation from an organisation, confirmed by Azerbaijan’s Ministry of Foreign Affairs.
After you arrive
Your stay cannot go past the period on your visa. Staying more than 15 days means registering your address with the State Migration Service. The hotel or host does it, with no state fee.

Send us your flight number, how many people are travelling and where you are staying. We meet you at Heydar Aliyev Airport with a name board and wait until you come out, however long the queue runs.

Do Vietnamese citizens need a visa for Azerbaijan?
Yes. Vietnam is not on the ministry's visa-free table. It is on the e-visa list, which had 87 countries when we read it on 24 September 2026.
Can I get a visa on arrival at Baku airport?
Not on a Vietnamese passport. Vietnam is not among the 11 nationalities on the ministry's airport-visa list, so arrange the e-visa before you fly.
How much is the e-visa?

Yes. Holders of a UAE resident visa, or a Gulf residence permit, valid for more than 6 months can get an airport visa for up to 30 days.
