Saudi citizens in Azerbaijan: visa-free until 15 February 2027, and what comes after

If you hold a Saudi passport and plan a trip before 15 February 2027, you do not need a visa for Azerbaijan. The same is true for citizens of Oman, Kuwait and Bahrain.

The window has limits, though, and families who travel often can reach them. Here is how it works, what happens when it ends, and the separate route for people who live in Saudi Arabia on an Iqama.

The visa-free window, in the portal’s words

The official ASAN Visa portal states the rule directly. It runs “from February 15, 2026 to February 15, 2027”. It covers citizens of Saudi Arabia, Oman, Kuwait and Bahrain. And it lets them enter Azerbaijan “visa-free 3 times within 1 year”.

It adds two limits. Each stay can last up to 30 days. And on the fourth entry, a valid visa is required.

The State Migration Service and the Ministry of Foreign Affairs give the same dates. Both say the window is for ordinary passports.

The State Migration Service adds a condition. The window is for tourism. If you come for another purpose, or want to stay longer, get the right visa before you travel.

The Azerbaijani embassy in Riyadh also published a press release about it in February 2026, describing it as a unilateral and temporary visa-free regime.

Counting your trips

Three entries sound like plenty. For a family that spends winter and summer breaks in the Caucasus, they may not be.

Count each arrival in Azerbaijan as one entry. A summer trip, a long weekend in Baku in December and a ski week in January already use all three. A fourth trip inside the window needs a visa.

Plan the fourth trip before you book it. The options below take from a few hours to ten working days.

After the window, or on a fourth trip

Saudi Arabia appears on two official lists, so there are still easy routes.

Airport visa. The Ministry of Foreign Affairs lists Saudi Arabia among the countries whose citizens get a single-entry visa at Azerbaijan’s international airports, valid for 30 days.

E-visa. Saudi Arabia is also on the official e-visa list. The Azerbaijani missions state a standard e-visa fee of USD 20, issued in three working days, with an urgent option in three hours. Apply only on evisa.gov.az.

The e-visa gives you the most certainty, because the visa is issued before you fly.

The window may be extended, changed or simply end, and no official page says yet. If your trip falls near 15 February 2027, check the portal again before you pay for flights.

If you live in Saudi Arabia on an Iqama

Residents of the Kingdom have their own route, whatever passport they hold.

The State Migration Service announced it on 19 February 2026. It covers temporary and permanent residence permits from Saudi Arabia, Oman, Kuwait, Bahrain and Qatar. Holders can get a single-entry tourist visa at Azerbaijan’s international airports. The visa is valid for 30 days.

The route has an end date. The service says it applies “within the specified period”. That is the visa-free period, from 15 February 2026 to 15 February 2027. The ministry’s airport-visa list shows no end date for it. Do not count on the route after 15 February 2027 unless an official page says it continues.

The two official texts word the permit rule differently:

  • the State Migration Service says “a validity period of at least six months”
  • the Ministry of Foreign Affairs says “a validity period of more than 6 months”

Neither says whether that means time left or the full term. If your Iqama expires soon, apply for an e-visa if your passport qualifies, or at the embassy.

Applying at the embassy in Riyadh

Most Saudi citizens will not need this. It matters for residents whose passports are not on the e-visa list, and for anyone who wants a visa before travel.

The embassy’s consular section lists these documents for a tourist visa:

  • the application form, filled in on visaapplication.mfa.gov.az
  • two recent 3x4 photos on a white background
  • the visa fee
  • travel insurance with a stamp or QR code, covering up to 30 days
  • hotel and flight reservations
  • a translated copy of your Iqama, valid for at least 6 months
  • your passport, valid for at least 6 months, and a copy of its first page

The embassy is strict about the process. Documents must be printed and in order, or they are not accepted. Applications are by appointment only, through appointment.mfa.gov.az. It takes up to 10 working days, so apply at least 10 working days before you travel.

Travelling as a family

The embassy’s appointment rules catch families out.

Each applicant needs a separate appointment. If one appointment is booked for two people, only one person’s documents are accepted. Families submitting three or more passports must book at least two appointments.

For children, the embassy asks for a document confirming the mother’s identity, with an English translation. It also asks for consent from any parent who is not travelling, and a notarised birth certificate showing the parents.

After you land

Stay within 30 days on each entry. If you stay more than 15 days, you must be registered with the State Migration Service. The service repeats this in its February 2026 statement. Your hotel or host arranges it, at no state fee.

What we do

  4. Embassy visa: passport valid for at least 6 months, with a copy of its first page

Common questions

Do Saudi citizens need a visa for Azerbaijan?

Not until 15 February 2027, if you hold an ordinary passport and travel as a tourist. The official e-visa portal says you can enter visa-free three times within one year, for up to 30 days each time.

What happens on a fourth trip?

The portal says a valid visa is required on the fourth entry. Saudi citizens can then use the e-visa or the airport visa.

Does the same apply to Oman, Kuwait and Bahrain?

Yes. The same visa-free window, with the same dates and limits, covers ordinary passport holders of Oman, Kuwait and Bahrain.

What if I travel after 15 February 2027?

Do not assume the window is extended. Saudi Arabia is on both the e-visa list and the airport-visa list, so there are routes either way. Check the portal before you book.

I live in Saudi Arabia on an Iqama. Can I get a visa at the airport?

Yes, until 15 February 2027. The State Migration Service says Iqama holders can get a single-entry 30-day tourist visa at the airport. The service asks for a permit valid for at least six months. The Ministry of Foreign Affairs says more than 6 months.

How long does an embassy visa take in Riyadh?
