Travelling to Azerbaijan from the UAE: which visa route fits your passport

This page covers both UAE residents and Emirati citizens, because the rules for them differ. Residents have a route open to few other travellers: a visa at the airport, based on UAE residence.

Which route suits you depends on two things. What your UAE resident visa says, and which passport you hold.

The airport visa for UAE residents

Azerbaijan’s Ministry of Foreign Affairs lists the people who can get a visa at the country’s international airports, for up to 30 days. One group on that list is:

Holders of resident visa of the United Arab Emirates with a validity period of more than 6 months.

The rule sits apart from the list of countries whose citizens get airport visas. It follows your UAE residence, so it can apply whatever passport you hold.

There is one detail to read carefully. The ministry says “a validity period of more than 6 months”. It does not say whether that means the time left on your visa or its full term. If your resident visa expires soon, do not test the wording at the airport desk. Use one of the other routes.

The ministry adds that airport visas are issued through the ASAN Visa system, with payment through ASAN Payment.

The e-visa, if your passport qualifies

If your passport is on the official e-visa list, you can simply apply online. India, Pakistan, Nepal, Sri Lanka, Jordan, the United Kingdom and the United States are all on it, among 87 countries we checked on 17 September 2026.

The official terms, from the Azerbaijani missions and the ASAN Visa portal:

The advantage is certainty. You land with the visa already issued, and nothing depends on how an airport officer reads your residence date. Apply only on evisa.gov.az.

The list does not include the Philippines, Egypt or Bangladesh, for example. For those, the airport route or the consulate is the way in.

Applying at the consulate in Dubai

The Consulate General of Azerbaijan in Dubai handles single-entry visas. It lists these documents:

  • a completed application form, filled in on visaapplication.mfa.gov.az
  • your passport, with at least one clear page, and a photocopy of it
  • a valid UAE resident visa, if you are not a UAE national
  • a hotel booking and a flight ticket
  • two colour passport photos on a white background, taken within the last 6 months
  • a no objection letter
  • travel insurance

An invitation letter is needed only for a business visa. The consulate also says to pay the fee only after all documents have been submitted.

This route takes the most preparation. It suits anyone whose passport is not on the e-visa list and whose resident visa does not clearly meet the airport rule.

If you are an Emirati citizen

You do not need a visa for a short trip.

Azerbaijan’s Ministry of Foreign Affairs lists the United Arab Emirates in its current table of visa-free countries. The period is 90 days. The regime applies on the basis of reciprocity, under an agreement between the two countries.

An older ministry notice from 2016 described airport visas for UAE citizens. The current visa-free table is the rule to follow.

Visa-free does not mean no rules. Keep to the 90 days, carry a valid passport, and register if you stay more than 15 days.

Gulf passports with a visa-free window

If you live in the UAE on a Saudi, Omani, Kuwaiti or Bahraini passport, a separate rule applies. The official e-visa portal says those citizens can enter visa-free until 15 February 2027, three times within one year and for up to 30 days each time.

The State Migration Service and the Ministry of Foreign Affairs give the same dates. It is for ordinary passports only, and for tourism. If you come for another purpose, or want to stay longer, get the right visa before you travel.

Check the date against your travel plans. After 15 February 2027, do not assume the window continues.

There is also an airport visa for people who live in Saudi Arabia, Oman, Kuwait, Bahrain or Qatar. The State Migration Service ties it to the same end date. It does not cover UAE residents. Your UAE rule is a separate line on the ministry’s list. That list gives it no end date.

After you land

If you stay more than 15 days, you must register. The consulate says foreigners must register with the State Migration Service or an ASAN service centre. The State Migration Service says the same.

Keep your stay within the period on your visa, and within its purpose.

What we do

Common questions

Can UAE residents get a visa on arrival in Azerbaijan?

Yes, if you hold a UAE resident visa with a validity period of more than 6 months. You can get a visa at Azerbaijan's international airports for up to 30 days.

Does my nationality matter for the airport route?

The ministry's rule is based on the UAE resident visa, not on nationality. It is listed separately from the countries whose citizens get airport visas.

Is the e-visa a better option?

It can be. If your passport is on the official e-visa list, you get the visa before you fly: USD 20 in three working days, or USD 60 in three hours.

My resident visa expires soon. What should I do?

The rule says a validity period of more than 6 months and does not say whether that means time left. If yours is close, apply for the e-visa or at the consulate instead.

Do UAE citizens need a visa for Azerbaijan?

No, for stays of up to 90 days. Azerbaijan's Ministry of Foreign Affairs lists the United Arab Emirates among visa-free countries, with 90 days of visa-free stay.

What does the consulate in Dubai ask for?
