Azerbaijan visa for Filipino passport holders: why the e-visa is not an option

If you hold a Philippine passport, the quick route into Azerbaijan is closed. The Philippines is not on the official e-visa list, which had 87 countries when the list was read on 17 September 2026.
That is the fact most search results get wrong, and it changes the planning. Here is what is actually available.
Route one: the airport visa, if you live in the Gulf
This is the route that applies to a large share of Filipino travellers, because it follows residence rather than nationality.
Azerbaijan’s Ministry of Foreign Affairs lists, among those who can get a visa at its international airports for up to 30 days:
- holders of a UAE resident visa with a validity period of more than 6 months
- holders of a residence permit with a validity period of more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait
If you work in Dubai, Abu Dhabi, Riyadh, Doha, Kuwait City, Manama or Muscat, read that list again. Your passport is not what qualifies you here. Your residence document is.
One caution. The ministry says “a validity period of more than 6 months”. It does not say whether that means time left or the full term. If yours expires soon, do not test it at the airport desk.
Route two: an Azerbaijani embassy
Without a qualifying Gulf residence, the embassy route is what remains.
Applications start on the visa application portal, visaapplication.mfa.gov.az. That portal is not the e-visa site, and the e-visa site will not take a Philippine passport.
The Azerbaijani embassy in Jakarta lists bilateral relations with the Philippines, along with Indonesia, Timor-Leste and Singapore. Start there and confirm where your application goes. That answer sets your timeline.
What kind of visa you are asking for
Azerbaijani missions describe the visa types plainly, and it is worth knowing the words before you apply.
A single-entry visa carries validity of up to 90 days and allows one entry and one exit inside that period. A multiple-entry visa can carry validity of up to two years. A transit visa is valid 30 days and allows a stay of five.
The ordinary entry visa covers tourism, business, study, medical treatment, culture and sport, and personal visits. Pick the one that fits your trip. The purpose you declare is the one you are expected to keep.
What it costs
Azerbaijani missions publish the state fee: USD 20 for a single-entry visa and USD 350 for a multiple-entry one.
If a visa is refused, embassies state that the fee is not returned. That is a reason to get the documents right rather than to hurry.
After you arrive
Your stay cannot exceed the period written on the visa.
If you stay more than 15 days, you must be registered at your address with the State Migration Service. Your hotel or host does it, and there is no state fee.
Keep to the purpose you declared. Arriving as a tourist and working is the specific thing that gets people refused entry later.
Why this page exists

So how does a Filipino traveller get in?
Two ways. If you hold a Gulf residence document valid for more than 6 months, you can get a visa at the airport. Otherwise you apply to an Azerbaijani embassy.

Does the same apply to Saudi Arabia and Qatar?
