Azerbaijan visa for Israeli citizens: the passport you carry decides the route

Israeli citizens need a visa for Azerbaijan, but there are two fast ways to get one. Which one you can use depends on the booklet in your hand, not only your nationality.

Azerbaijan’s Embassy in Tel Aviv spells this out, and it is the detail most general visa pages leave out. We read the official lists again on 24 September 2026.

Three routes, and who each one is for

Israel is not on the ministry’s visa-free table. So one of these three applies to every Israeli traveller.

The airport visa: ordinary passports only

Azerbaijan’s Ministry of Foreign Affairs lists Israel among the 11 countries whose citizens get a single-entry visa at the international airports. The visa is valid for 30 days.

The embassy in Tel Aviv adds the limit that matters. It applies only to citizens holding an ordinary passport of the State of Israel. The embassy puts it in brackets so nobody misses it.

At Heydar Aliyev Airport, you apply at an E-ASAN self-service kiosk in the arrival hall. The kiosk stands before passport control. Payment goes through the ASAN Payment system.

The e-visa: two passport types

Israel is also on the official e-visa list. That list had 87 countries when we read it on 24 September 2026.

The embassy states that the e-visa applies only to certain Israeli passports, and shows each one on its page:

  • the Israeli passport, the dark blue booklet marked “Passport”
  • the travel document in lieu of national passport, the red booklet

The e-visa is issued within three working days. An urgent e-visa comes within three hours, even on weekends and holidays. The stay is up to 30 days.

The standard fee is USD 20. The urgent fee is recorded at USD 60 by the embassy in New Delhi and on the portal. You apply and pay only on evisa.gov.az, and the visa arrives by email. The portal has a Hebrew version.

If something goes wrong with the application, the embassy cannot fix it. It sends questions to the ASAN Visa portal’s own contact page.

Which one should you choose?

If you hold an ordinary passport, both quick routes are open. The e-visa is the calmer choice, because it is settled before you board.

The airport visa suits a late decision. It still depends on the desk reading your passport the way you expect.

If your document is not one of the types the embassy shows, do not rely on either. Contact the consular section before you book.

The embassy route in Tel Aviv

Most tourists will not need this. It matters for other passport types, for longer or repeated visits, and for foreigners who live in Israel.

The embassy accepts applications from citizens of Israel and from foreign nationals legally residing in Israel. For a tourist visa it asks for:

  • the application form, filled in on visaapplication.mfa.gov.az
  • your passport and a copy, valid for at least 90 days beyond the visa, with a blank page
  • two biometric photos, 3x4 cm
  • a hotel booking for your dates and a flight reservation
  • a copy of international travel health insurance
  • your Israeli residence permit, if you are not an Israeli citizen
  • a printed receipt showing the state fee was paid

The fee is paid only by bank transfer to the embassy’s account. Cash is not accepted at the embassy. The state fee table lists USD 20 for a single-entry visa and USD 350 for multiple entry.

Processing can take up to 10 working days, so submit early. You hand in and collect documents in person. An incomplete application is rejected, and a refused fee is not returned.

Opening hours of the consular section

The consular section is at Lincoln 20 (Beit Rubinstein), Tel Aviv. It receives the public on Monday, Tuesday and Wednesday:

  • 10:00 to 12:00 for submitting documents
  • 15:00 to 17:00 for collecting them

The embassy marks Wednesday with an asterisk on its page. Check the day before you go.

Visiting family or on business

A personal visit needs a notarised invitation letter in Azerbaijani, with a copy of the inviter’s identity document. If the inviter lives in Israel, the letter can be notarised there or certified at the consular section.

A business, academic or study visit needs an invitation from a legal entity, approved by Azerbaijan’s Ministry of Foreign Affairs.

After you land

Your stay cannot go past the period on your visa. If you stay more than 15 days, you must be registered at your address with the State Migration Service. Your hotel or host arranges it, and there is no state fee.

  4. Embassy tourist visa: hotel booking, flight reservation, travel health insurance and a printed receipt of the fee transfer
  5. Foreign residents of Israel: a copy of the Israeli residence permit

Common questions

Do Israeli citizens need a visa for Azerbaijan?

Can Israelis get a visa on arrival in Baku?

When is the consular section open?

Monday to Wednesday. Documents go in from 10:00 to 12:00 and are collected from 15:00 to 17:00, at Lincoln 20 (Beit Rubinstein), Tel Aviv.
