Azerbaijan visa for Pakistani passport holders: which route, and what it costs

Pakistani citizens have three routes into Azerbaijan. One is the e-visa. One is an embassy visa with a lower fee for Pakistani passports. The third is for people who live in the Gulf.
The right one depends on how often you will travel and where you live. Here is how to choose.

The e-visa fees come from the official ASAN Visa portal. The multiple-entry fee comes from the embassy of Azerbaijan in Islamabad.
One trip: take the e-visa
Pakistan is on the official list of countries eligible for the ASAN e-visa. We checked it on 17 September 2026.
The standard e-visa costs USD 20 and is issued within three working days. The urgent version costs USD 60 and is issued within three hours. The Ministry of Foreign Affairs says the urgent option runs on non-working days and holidays too.
A single e-visa lets you stay up to 30 days. Apply only on evisa.gov.az, and apply on the passport you will actually carry.
Several trips: the multiple-entry fee is lower for you
This is the detail that is specific to your passport.
The embassy of Azerbaijan in Islamabad publishes its state fees. A single-entry visa is USD 20. A multiple-entry visa is USD 350 for most nationalities, but USD 200 for citizens of Pakistan.
If you visit family or plan to come back within the year, that difference adds up. It is an embassy visa fee, so it does not change the e-visa prices above.
Embassy applications start on the visa application portal, visaapplication.mfa.gov.az. The ministry notes that portal is not for e-visas.
The bilateral agreement note
The Azerbaijani embassy in Riyadh gives a specific note for Pakistani citizens. It says: “According to the bilateral agreement, a visa is issued free of charge for ordinary passport holders within 15 days.”
The sentence can be read more than one way. The Azerbaijani embassy in Washington is more specific. Its page on fee exemptions lists “Citizens of Pakistan; holders of ordinary passports (15 days stay in Azerbaijan)” among those who get a visa free of charge.
So both notes point to a free visa for a stay of up to 15 days. The Islamabad embassy’s own fee page does not repeat it, although it says international treaties override the standard fees. If this would change your plans, ask the embassy in Islamabad before you pay for anything.
Living in the Gulf
If you live in the Gulf, a different rule may suit you better.
Azerbaijan’s foreign ministry lists people who can get a visa at the country’s international airports, for up to 30 days. That includes holders of a UAE resident visa valid for more than 6 months. It also includes holders of a residence permit valid for more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait.
The route follows your residence, not your passport. The ministry’s wording is “a validity period of more than 6 months” and it does not say whether that means time left or the full term. If your document expires soon, use the e-visa instead of testing the airport desk.
Fees you do not get back
The Islamabad embassy is plain about this: if a visa is refused, the state fee is not returned. It also says that people travelling in a group each pay the fee individually.
Neither point is a reason to worry. Both are reasons to check your documents before you apply rather than after.
After you arrive
Your stay cannot go beyond the period on your visa.
If you stay more than 15 days, you must be registered at your address with the State Migration Service. The Azerbaijani embassy in New Delhi explains that your hotel, guest house or landlord does this, with no state fee. It applies again if you move.
Stay within the purpose of your visa. A tourist visa is for travel, not for work.

I live in Dubai or Riyadh. Can I get a visa on arrival?
Possibly. A UAE resident visa valid for more than 6 months qualifies for a visa at the airport. So does a residence permit of that length in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait.
Is the visa fee refunded if I am refused?
No. The Islamabad embassy says the state fee is not refunded if the visa is refused.
Do I need to register in Azerbaijan?
Only if you stay more than 15 days. Your hotel or host registers you with the State Migration Service at no state fee.
