Azerbaijan visa for Indian passport holders: e-visa, Gulf residence or embassy

Yes, Indian citizens need a visa for Azerbaijan. For most travellers it is a short online job.

India is on the official list of countries eligible for the ASAN e-visa. We checked that list on 17 September 2026. You apply and pay on the government portal before you fly.

There are two other routes as well. One is for Indians who live in the Gulf. The other goes through the embassy in New Delhi.

The e-visa: what it costs and how fast it is

The Embassy of Azerbaijan in New Delhi states the figures plainly.

The e-visa allows a stay of up to 30 days. The Ministry of Foreign Affairs says the urgent option works regardless of weekends and holidays. A trip decided late in the week is still possible.

Apply only on evisa.gov.az. That is the official portal, and it is the address the embassy itself gives.

If you live in the UAE or elsewhere in the Gulf

This route is easy to overlook.

Azerbaijan’s foreign ministry lists people who can get a visa at the country’s international airports, for up to 30 days. The list includes:

  • holders of a UAE resident visa valid for more than 6 months
  • holders of a residence permit valid for more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait

The route depends on your residence, not your passport. India is not on the airport-visa list by nationality. What counts is the Gulf residence document.

Read the wording carefully. The ministry says “a validity period of more than 6 months”. It does not spell out whether that means the time left or the document’s full term.

If your document expires soon, do not test that at the airport. The e-visa takes three working days and does not depend on your residence at all.

Applying at the embassy in New Delhi

Most tourists never need this. It is there for people who cannot use the e-visa, or who need a different type of visa.

The embassy’s consular section is at 41 Paschimi Marg, Vasant Vihar, New Delhi. It says it has no other office or authorised agent anywhere in India.

What the embassy states about the process:

  • Applications start on the visa application portal, visaapplication.mfa.gov.az. That portal is not for e-visas.
  • You apply in person. A representative may apply for you with a notarised authorisation letter and their own ID.
  • Documents are not accepted by post or courier.
  • The consular section receives documents on Tuesday and Friday mornings.
  • The process usually takes 5 to 10 working days.
  • If the visa is refused, the state fee is not returned.

The embassy also says it cannot issue, change or approve e-visas. If something goes wrong with an e-visa, contact ASAN Visa through its own portal.

After you land

Your stay cannot go past the period shown on your visa. Plan the return flight inside it.

If you stay more than 15 days, you must be registered at your place of stay with the State Migration Service. The embassy says your hotel, guest house or landlord arranges this, and there is no state fee. It also applies again if you move to a new address.

Keep to the purpose of your visa. The embassy notes that doing something other than your declared purpose breaks the rules. For a tourist, that means travel, not work.

Two things that catch people out

The wrong passport. Apply on the passport you will actually carry. If you hold two, the e-visa is tied to the document you used to apply.

The wrong website. The official portal is evisa.gov.az. A site with a different address is not the government, whatever its logo looks like.

Yes. The rule covers residence permits valid for more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar and Kuwait.
