Snow in Azerbaijan: where to see it, even if you do not ski

Many families come to Azerbaijan in winter with one wish: to touch real snow. That is possible here. But the snow is not in Baku. It is in the mountains, a few hours north.
This page is for visitors who want to see snow, play in it and take photos. You do not need to ski. Every figure below comes from the national weather service or the resorts’ own websites, read on 28 September 2026.
The short answer
Baku rarely keeps snow. The mountains above about 1,200 to 1,400 m do, often for months.
For a visitor, two places make this easy: Shahdag, near Gusar, and Tufandag, in Gabala. Both have lifts that take non-skiers up the mountain. Both are in the Greater Caucasus, the range the weather service names as the snowiest part of the country.
Plan at least one night near the snow. Then you are not in a car for most of the day.
Does it snow in Baku?
Sometimes, but do not plan a trip around it.
Azerbaijan’s National Hydrometeorological Service says snow cover on the plains does not last. In some years it does not form at all. Baku sits on the Absheron coast, where the service gives a January mean of 3 to 4 °C. The coast also gets 1 to 3 blizzard days a year.
The long-term averages for Baku tell the same story. Daytime highs stay well above freezing all winter.

These are World Meteorological Organization normals for 1971 to 1990, from Azerbaijan’s national service. Baku gets only 20 to 26 mm of rain in each of these months.
Ganja is inland, and its nights dip below zero. Its days do not. So a lowland city is still the wrong place to look for snow.
One gap to note: the WMO site has no mountain stations for Azerbaijan and no count of snow days. For the mountains, we use the national service’s own description.
Why height matters so much
In Azerbaijan, snow is a question of height more than date.
The weather service says the chance of snow cover rises as you climb. From about 1,200 to 1,400 m, the snow gets much deeper. In the middle mountains the ground stays white for 80 to 120 days a year. In the high mountains it can be up to 250 days. On the highest peaks of the Greater Caucasus, the snow never goes.
Temperature follows the same line. In January the plains and foothills stay above 0 °C on average. At 2,000 m the mean is about −5 to −6 °C. At 3,000 m it is about −12 to −13 °C.
So the useful question is not “which month?” It is “how high can we get, and how?” The two resorts answer that with lifts.

Shahdag
Shahdag is the larger resort. Its own figures give a ski area from 1,435 to 2,552 m.
The resort lists many winter activities for people without skis. There is snow tubing, sledges for children aged 4 and over, and an ice rink. There is a snowplow ride, a snowmobile tour and a Polaris tour. There is also winter paintball, a mountain coaster, a zip-line for ages 14 and over, and snowshoeing.
For grandparents, the lifts for pedestrians matter most. A gondola goes up to “2351”, which the resort calls the highest restaurant in Azerbaijan. You can sit, eat and look at the snow without walking far.
On 28 September 2026 the resort showed these winter activities as “Opening soon”. It has not announced the season.
Last season, it held its official winter opening media tour on 18 and 19 December 2025. That tells you when the season began last time. It does not promise this year’s date.
Tufandag
Tufandag, in Gabala, is smaller. Its cable cars go up to 1,920 m.
At the top there is a view point facing Yatmish Gozal peak. The resort lists it as open all season and free of charge. You still need a cable car ticket to reach it. The resort sells those without skiing, and children under 6 ride free.
Tubing, sledges and a snowmobile are on the resort’s list, marked “Coming soon”. We do not know yet if they will run this winter. Our Tufandag guide covers the lifts in more detail.
How cold it gets, and what to wear
Mountain cold is a different thing from Baku cold. Shahdag says its winter lows reach −20 °C. The weather service gives a January mean near −5 °C at 2,000 m.
Pack for that, not for the city:
- a warm, waterproof jacket and waterproof trousers
- waterproof boots with grip, since trainers get wet fast
- gloves, a hat and a scarf, plus spares for children
- sunglasses, because snow reflects strong light
- a dry set of clothes left in the car or hotel

Getting to the snow
Both resorts are a long drive from Baku, on different roads. One trip does not cover both well.
Shahdag. The resort says it is 212 km from Baku. There is a public option.
Buses leave the Baku International Bus Terminal for Gusar every half hour, from 07:00 to 18:00. From Gusar you take a taxi to the resort. Buses back leave Gusar every half hour from 07:00 to 17:30.

Our reading of the timing
This is our reading of the facts above, not a forecast. The snow trip starts when the resorts open their winter activities. Last season, that was in mid-December. The weather service names January as the coldest month.
So we would not book a snow trip for November. We would wait for the resorts to announce their opening, then fix dates. If your dates are fixed already, tell us. We will check what is open for those days.

Does it snow in Baku?
Sometimes, but it rarely stays. The national weather service says snow cover on the plains does not last, and some years there is none. January in Baku averages 6.6 °C by day.
Where is the best place to see snow in Azerbaijan?

Can we visit a ski resort if nobody in our family skis?
